Just a great mystery here....Is it that their brains are too small to be able to assess the situation and come up with a resolution on how to get over the rope or is it simply that due to having such short legs and no knees that they can't lift up their little legs to clear it??
Perhaps I am not the best person to be generating this discussion as I recall dealing with a similar situation at SAS Bash 1 when I was attempting to hurdle the swimming pool fence to get to the pink bikini on the other side and I ended up somehow stuck halfway through it.
I can't speak much for the size of my brain as it may not be much bigger than a penguin's especially when under the influence of alcohol but my legs are most certainly longer than those of a penguin's.

Your fence hurdle was an involuntary reaction due to leaning on it to the brink of collapse from looking at that bikini. You did a good recovery in my book. That vision of minimal pink bathing attire is still embedded in my memory. Hope I take it to the grave. She was one of those women I consider a shocker. You know, its when everything stops when you see her. She did a quick head turn to see what was happening behind her then turned foward again and gave me a victory smile. I just stood there and broke wind.
