TwinSpires hasn't moved off Steelers -2.5 so far this week, with spread bettors leaning toward the road pup Thursday night.
The Titans are taking 62% of early spread tickets/65% of early spread money.
"The public is hopping on the Will Levis train," TwinSpires director of retail sports Zachary Lucas said, alluding to Tennessee's rookie QB. "Despite being winless on the road, a bulk of bets are on the road 'dog."
The total is up a notch from 36 to 36.5, with 54% of tickets on the Under/59% of money on the Over.
